New construction
Verify zoning for all structures
All contractors and sub-contractors are required to have an
Odessa business license
All electricians, plumbers or HVAC professionals are required to
obtain a craftsman license, a valid master, journeyman or trade
license from Kansas City or Independence or a Block and
Associates test certificate with a minimum score of 75. Owner-
occupants
of a single family residence may obtain all categories without this
license
City requires a site plan developed by a surveyor
Commercial constructure requires sealed stamped plans
Residential construction requires plans from a design professional
Permits are required for all structures over 120 feet

Accessory structures
All pools holding more than 24 inches of water require a permit
All accessory structures over 120 square feet need a permit and a
site plan (does not need to be stamped)

Grass and lawns
Grass and weeds should not be more than 10 inches high
Tree limbs overhanging streets and driveways should be trimmed
so they do not pose a threat to drivers or neighboring properties

Department
