2020-2021 Focus on Oak Grove City Guide Page 5 City Aldermen Jim Shrout , alderman ward three, is a lifelong resident of Oak Grove and graduate of Oak Grove High School. He began his service to the city by filling out an unexpired term, and was then elected in 2010. He has since been re-elected five times. Shrout is retired and lives in Oak Grove with wife, Jill. The second seat representing ward three was vacated on Webb’s election as mayor and will be appointed after this publication’s printing. Mr. Randall is aMissouri native and was raised in Pleasant Hill where his interest in local government and love of community began. He is a local government professional with a passion for public service, community betterment, and organizational excellence. He previously served the City of Olathe, Kansas, as Budget Manager. He has also served the City of Independence, Missouri, and the Village of Wellington, Florida. Mr. Randall earned a bachelor’s degree in political science with a minor in business administration from Rockhurst University. He obtained a master’s in public administration from the University of Kansas. He is a member of the International City/County Management Association (ICMA). Matthew lives in Oak Grove with his wife Katie, daughter Paige, and their dog Lucy. In his spare time, he enjoys tinkering on his 1973 mustang (when it works), watching football and tracking fantasy football stats. Matthew Randall, city administrator
